SNBS launched the commencement of the MICS-7 Survey in a high-level event unveiled by H.E. Salah Ahmed Jama, Deputy Prime Minister of Somalia. The hybrid event brought together Federal & Federal Member State Ministers, including the Minister of Planning & the Minister of Labor, senior government officials, representatives from UN, World Bank, UNICEF, WHO, civil society, academia & the media.

In his opening Address, the Deputy Prime Minister stressed the centrality of data for national transformation: “If a Somali child is healthy & educated, s/he embodies human capital—the true wealth of a nation. MICS-7 will provide the indicators needed to craft Somalia’s National Human Capital Development Strategy.” He further called on all relevant ministries to ensure that the data generated from the survey is used for prudent & requisite policy interventions that directly improve the lives of Somali citizens.

SNBS Director General, Dr. Abdisalam Mohamed, underlined the importance of the survey for policymaking: “Without credible data, policy remains guesswork; with it, policy becomes precision. MICS-7 is a collective investment in knowledge, accountability & shared future of every Somali child, woman & family.” He further noted the survey will cover 17 of the 18 pre-war regions. 

Delivering the closing remarks, H.E. Mohamud Abdirahman Sheikh Farah (Beenebene), Minister of Planning Investment & Economic Dev. reaffirmed government ownership of the process, noting, “this survey marks a new chapter in evidence-based policy. It will guide our efforts to build a resilient, equitable & prosperous Somalia.”

SNBS extends deep appreciation to development partners—World Bank, UNICEF & WHO—for their technical partnership & support in making this landmark survey possible. With 168 indicators & 47 SDG measures, the majority focused on human capital, MICS-7 signals a new era for Somalia’s data-driven development.

The Deputy Director General of the Somali National Bureau of Statistics (SNBS) attended the official launch of the World Bank Somalia Poverty and Equity Assessment Report, a timely report that delves into poverty and inequality trends across Somalia. The event, held in collaboration with the Federal Government of Somalia, marks a significant milestone in the country’s efforts to address the pressing issue of poverty and promote equity for all its citizens.

The report, which is based on the Somalia Integrated Household Budget Survey (SIHBS) 2022, provides an in-depth analysis of the current state of poverty and inequality in Somalia. It identifies key constraints that have hindered poverty alleviation efforts while highlighting opportunities for targeted interventions that could significantly accelerate poverty reduction.

Key findings from the report emphasize the importance of improving access to basic services, enhancing livelihoods, and addressing regional disparities to create a more inclusive economic environment. The insights gained from this comprehensive assessment will serve as an essential resource for policymakers, development partners, and stakeholders committed to advancing Somalia’s social and economic well-being.

During the launch, the Deputy Director General of SNBS expressed optimism about the report’s findings and reaffirmed the government’s commitment to leveraging this data to inform policy decisions aimed at reducing poverty and inequality. “This report offers valuable insights that will enable us to make data-driven decisions in addressing the critical challenges of poverty and inequality in Somalia. We remain dedicated to working closely with our development partners, including the World Bank, to ensure that these recommendations are implemented for the benefit of all Somali citizens,” he said.

The World Bank Somalia Poverty and Equity Assessment Report is expected to play a pivotal role in guiding future strategies for poverty reduction and economic growth across Somalia.

The Somali government's Voluntary National Review (VNR) on the Sustainable Development Goals (SDGs) process is a critical step in assessing the country's progress toward achieving the global goals. The SDGs, a universal call to action to end poverty, protect the planet, and ensure prosperity for all, require robust data and evidence-based decision-making for effective implementation. This report outlines the significance of administrative data and the relevance of the SDGs in the policy-making process for Somalia.

In the inaugural session dedicated to tracking progress on Sustainable Development Goals (SDGs), reporting mechanisms, and data quality, Director General Sharmake Farah of the Somali National Bureau of Standards (SNBS) extended a warm welcome to participants from different sectors. The gathering brought together representatives from civil society, international non-governmental organizations (INGOs), and the private sector, underscoring the collaborative spirit essential for comprehensive and accurate progress tracking.

Administrative data play a crucial role in tracking progress toward the SDGs. This type of data is collected by government agencies during the routine implementation of public services and programs. In the context of the SDGs, administrative data serve as a valuable resource for monitoring and evaluating various indicators. It allows for a more efficient and cost-effective means of data collection compared to traditional survey methods.

The SDGs provide a comprehensive framework for addressing global challenges and guiding national development efforts. In the policy-making process, the SDGs offer a roadmap for aligning national strategies with international priorities. By incorporating SDGs into policy formulation, governments can ensure that their decisions are in line with the broader agenda of ending poverty, promoting equality, and protecting the environment.

Achieving the SDGs requires collaboration among governments, international agencies, civil society organizations (CSOs), and the private sector. The VNR process in Somalia emphasizes the importance of a multi-stakeholder approach to ensure that diverse perspectives are considered in the implementation of SDG-related policies and programs. A consultation meeting on Sustainable Development Goals and final preparation of the voluntary national review report was conducted by the Somalia National Bureau of statistics between the 5th-6th of June 2022. The workshop was attended by the director generals of the Federal government and those of the federal member’s state.

The main objectives of the consultive workshop were sharing ideas, experiences, and opinions that could help the Somalia national Bureau of statistics drafting of the voluntary national review report before submitted to the United Nations as well as other implementation of sustainable development goals within the FG and FMS. The other object was also Learning from the DGs of both the FG and FMS how the they are implementing the 17 goals of the SDG and how all the stakeholders could take part in the discussion of the VNR report that the country is submitting this year for the first time.

The main agenda of the meeting was to consult with the DGs of both the FG and FMS for their input on the national voluntary review before it is submitted to the united nation. During the two days’ workshop, it was further discussed about filling the existing data gaps, and establish strong collaboration to move the implementation of the agenda 2030 forward. The DGs attended contributed their opinions, ideas and how best the Voluntary national review can be prepared by wholly giving out their inputs during the two days consultative workshop.

The three main agreed points out of these two days’ workshop was: The Final draft of the VNR report to be shared with DGs for further inputs in a time frame of two days. Establish strong collaboration between the DGs of the FG, FMS and Somalia national bureau of statistics in all forms of reporting the progress of the SDGs and how best to achieve all the 17 sustainable development goals in Somalia. DGs of FG and FMS to Support the Somalia National bureau of statistics in providing the missing data in excel which is the data hub for storing, analyzing, and disseminating and reporting the progress of Somalia in the SDGs using the data shared.

The Federal Government of Somalia (FGS) is privileged to present its first submission of the Voluntary National Review (VNR) report. Under the leadership and coordination of the Somalia National Bureau of Statistics (SNBS), the compilation of the VNR report followed an inclusive and participatory consultative process involving active contributions from civil society, women and youth groups, the private sector and the Federal level and Federal Member States’ (FMS) representatives. All contributions have been incorporated into the report. SNBS would also like to acknowledge and thank UNDP and the Swiss Agency for Development and Cooperation for their support to Somalia’s VNR process.

As Somalia continues to emerge from decades of civil strife, which has transformed society, the country has in the past decade been on an upward trajectory towards lasting stability and sustainable development. However, Somalia is still vulnerable to a myriad of domestic and global challenges, including Covid-19 and climate- related shocks, which have had adverse effects on livelihoods and displaced thousands. This has exacerbated poverty and inequality, thus decelerating the attainment of the Sustainable Development Goals (SDGs).

Despite these challenges, the submission of this year’s VNR is a clear attestation of Somalia’s strong efforts towards undertaking multi-sectoral reforms and its commitment to the realization of the Agenda 2030 for Sustainable Development as envisioned by the United Nations General Assembly in 2015. The 2022 VNR report has provided Somalia with a perfect opportunity to gauge progress against the Goals, share contextual challenges and experiences, and draw pertinent lessons, which were presented to UN member countries at a High-Level Political Forum meeting in July 2022.

A consultation meeting on Sustainable Development Goals (SDG) was conducted by the Somali National Bureau of Statistics (SNBS) where participants were drawn from across various government institutions. The objective of the workshop was to assess and learn about Somalia’s SDG performance as the country plans to present its first ever National Voluntary Review (VNR) to the United Nations.

The two-days event was also an opportunity to share ideas, thoughts, insights and experiences on fast-tracking Somalia’s attainment towards the global goals, hence help the SNBS and other domestic stakeholders in the compilation of the Voluntary National Report which will be a historic milestone for Somalia.

The workshop was opened by the Deputy Director General, Abdirahman Dahir whose remarks revolved around the accessibility and availability of data in Somalia and the attendant challenges. He emphasized on SNBS’s assurance to play its part in ensuring the Government attains its commitments to implement the 2030 SDG Agenda. “SNBS will continue to work with all stakeholders to produce official statistics which are critical for measuring the realization of the global goals both at the national and regional levels”, remarked Mr Abdirahman.

The workshop also discussed about the progress being made by Somalia towards achieving the SDGs as well as ways to atone for existing data gaps, including the need to establish intra-governmental synergy that is key to implementing and pushing through the accomplishment of the 2030 Global Agenda.

Ahead of the global United Nations’ 2022 High-Level Meeting (UN HLM) convened in July by United Nations Department of Economic and Social Affairs, the Somalia National Bureau of Statistics conducted a stakeholders’ consultation workshop to assess and learn about Somali SDG performance as the country plans to present its first ever National Voluntary Review (VNR) to the United Nations.

This Consultations were held with civil society, private sector and youth in preparation for its Voluntary National Review (VNR) on progress towards the SDGs. Somalia is one of 45 countries that will present a VNR report at the 2022 session of the UN High-level Political Forum on Sustainable Development (HLPF).

Over 60 stakeholders representing the youth, civil society, the private sector, academia and non-governmental organizations gathered on April 25-26 in Mogadishu. The event provided perfect avenue to share experiences on the engagement of SDGs progress and identify good practices, common trends, challenges and opportunities at the national, regional and international levels to align SDGs Somalia.

During the consultations part, participants were divided into six groups under the goals on: poverty, health, education, gender, economic and climate action. Through a series of presentations and interactive exercises, participants learned about SDGs/VNR and the progress being made by Somalia towards achieving the SDGs as well as ways to mitigate existing data gaps, including the active involvement of the private sector that is key to implementing and pushing through the accomplishment of the 2030 Global Agenda.
